Why is Tramadol not considered a narcotic?

I don't understand. When my doctor prescribed me Tramadol for my lower back pain, he told me it wasn't a narcotic. (I was expecting him to give me vicodin or percocet so I was a bit disappointed. I don't trust any drug for pain except for narcotics to help me.)
Then when I ended up giving the Tramadol/Ultram a shot, it feels exactly like a narcotic. Now, I always do research on drugs before I take them because i'm always cautious and feel the need to be secure before I do anything. I read it's about 1/6000th of Morphine.
What the hell? It feels exactly like a Vicodin to me. Can anyone explain why it's not a narcotic, and why it's even legal to order from online without a script? (My friend did it)
